Lycos Free Site Submit Doesn't Seem To Work|

The www.hotbot.com search engine is apparently closely associated with Lycos. Clicking on submit your site on hotbot, transfers you to lycos.com Insite. Lycos offers "Guaranteed inclusion" via FAST and Inktomi. You can see more about the costs here: April 2004 Cost Of Insite Paid Inclusion . They also offer pay per click keyword targetted advertising.
If you look carefully, you'll see that Lycos offers a free site submit, but you must be a registered Lycos user. So I signed up with Lycos, and then attempted to use their free site submit at http://insite.lycos.com/lite_step1.asp and got this error message:

I've seen this error message at least ten times, so it seems that it is definitely some kind of come on. They have lots of other stuff you can click, like "submit your site to 3500 search engines" and things like that. They seem to be hoping you'll just go away and click one of those other things so they can make some money from your clickthrough.
I've tried the "free" submit at lycos at least 10 times, for various different sites, and I always get an error... Seems clear they're hoping I'll go away to some paid advertiser, or pay for their service. This seems like a case the FTC should investigate as deceptive. It doesn't seem like they have any real intent to offer a free submit.
Also, to even get to try the free submit, Lycos demanded that I register an account with them. Their registration could not be completed without giving up my address, birthdate, and phone number, and had all kinds of questions about interests and "do I want to receive" lists of various promotions, and various options about what kind of communications I want to receive. This took a while to read and complete, especially to make sure I didn't get on any spam lists I don't want to be on.
In the case of online giveaways, the requirement to submit lots of personal information can be considered to be so burdensome that it is equivalent to paying for the entry, which will turn the giveaway into an illegal lottery. So in this case, they've gotten all the consideration (my private info) and I've gotten none of the reasonably expected benefit (ability to submit a site for free).
